Creates the Rivers Market Place Municipal Management District as a special district in the City of Elgin, Bastrop County, encompassing approximately 60 acres (45.555 acres in Tract 1 and 14.432 acres in Tract 2) near U.S. Highway 290

Establishes a five-member elected board of directors serving staggered four-year terms, with directors eligible for compensation up to $150 per meeting and $7,200 annually, plus expense reimbursement

Grants the district authority to impose ad valorem taxes (with voter approval), levy assessments, issue bonds, and borrow money to fund infrastructure improvements including water, wastewater, drainage, roads, parking facilities, and recreational amenities

Authorizes the district to exercise eminent domain power (if the Act passes with a two-thirds legislative vote), create economic development programs, make loans and grants, and establish nonprofit corporations to implement projects

Allows dissolution of the district upon petition by owners of two-thirds of assessed property value or surface area, or by majority board vote, provided all outstanding debts and obligations are satisfied
