Establishes same-day voter registration in Texas, allowing eligible but unregistered individuals to register and vote at their precinct polling place during early voting or on election day

Requires the voter registrar to appoint at least one election officer at each polling place as a deputy registrar to handle on-site voter registration

Voters registering at the polling place must present either a Texas driver's license/ID with current address, or a utility bill dated within 30 days combined with a Texas license/ID (any address), U.S. passport, or military ID with photo

Mandates that same-day registrants be processed separately from voters using regular procedures at polling places

Requires the Secretary of State to adopt implementation rules by February 1, 2026, with the law taking effect September 1, 2025, and applying to elections with early voting beginning on or after February 1, 2026
