Creates the Bayou Belle Municipal Management District No. 1 in Liberty County, Texas, encompassing approximately 605 acres, as a special district under the Texas Constitution to promote employment, commerce, transportation, housing, tourism, recreation, and economic development

Establishes a five-member elected board of directors serving staggered four-year terms, with compensation capped at $150 per meeting and $7,200 annually per director; names initial directors Dez Carlson, Remard Mason, Kye Sampson, Anthony Hernandez, and Kyle Clarke

Grants the district authority to impose assessments, fees, and ad valorem taxes (with voter approval), issue bonds through public or private sale, and borrow money to fund improvement projects including water, wastewater, drainage, roads, parking facilities, and recreational facilities

Authorizes limited eminent domain power if the Act receives a two-thirds legislative vote; otherwise the district explicitly cannot exercise eminent domain

Allows the district to contract for law enforcement services, create nonprofit corporations, establish economic development programs including loans and grants, and may be dissolved by petition of property owners holding majority assessed value or by majority board vote when no outstanding debt exists
