Establishes a 5-member elected board of directors serving staggered 4-year terms, with compensation up to $150 per meeting and maximum $7,200 annually per director

Grants the district authority to issue bonds, impose assessments (with petition signed by majority of assessed property value owners required), and collect fees, but prohibits ad valorem taxes

Provides limited eminent domain power subject to Water Code restrictions, contingent on the bill receiving a two-thirds legislative vote; otherwise the district has no eminent domain authority

Requires the district to enter contracts for police, fire, and emergency services approved by Collin County commissioners court before issuing bonds, notes, or other obligations
