Creates the Alluvium Ranch Municipal Management District No. 1 in Grayson County within the City of Sherman's jurisdiction, encompassing approximately 606 acres (269 acres plus 337 acres in two tracts)

Establishes a five-member elected board of directors serving staggered four-year terms, with directors eligible for compensation up to $150 per meeting and $7,200 annually; names five initial directors including Tim McNutt, Buck Nguyen, Felix Wong, Darrell Rogers, and Damian Perez

Grants the district authority to impose assessments, fees, and operation/maintenance taxes (with voter approval), and to issue bonds payable from assessments, revenue, or contract payments—but prohibits bonds backed by ad valorem taxes

Authorizes the district to provide water, wastewater, drainage, roads, parking facilities, recreational facilities, pedestrian ways, and economic development programs, and to contract for law enforcement services

Grants limited eminent domain power (only if the Act receives a two-thirds legislative vote; otherwise the district has no eminent domain authority) and allows the district to be divided into multiple new districts only when no outstanding bonded debt exists
