Clarifies that the 10% debt limit on aggregate bond principal applies specifically to bonds secured by ad valorem taxes, based on assessed value of all real property in the district

Adds new provision limiting bonds secured by contract payments to 10% of assessed value of all real property across all districts making payments under the contract

Validates and confirms all governmental acts and proceedings of Hunter Ranch Improvement District No. 1 of Denton County taken before the act's effective date

Excludes from validation any matters currently in litigation that result in final court judgments of invalidity, or matters already held invalid by final court judgment

Takes effect immediately if passed by two-thirds vote of both legislative chambers, otherwise September 1, 2025
