Establishes a five-member board of directors serving staggered four-year terms, with directors compensated up to $150 per meeting and a maximum of $7,200 annually; temporary directors appointed initially by the Texas Commission on Environmental Quality

Grants the district authority to impose ad valorem taxes, assessments, and fees following voter approval, and to issue bonds payable from taxes, assessments, revenue, or contract payments to fund improvements

Authorizes the district to provide water, wastewater, drainage, road, and recreational facilities, as well as economic development programs, parking facilities, and law enforcement services through contracts
