Requires the Health and Human Services Commission, Texas Department of Housing and Community Affairs, and public housing authorities to develop a screening process for Section 8 Housing Choice Voucher Program applications to identify individuals who may qualify for other public assistance programs

Mandates that applicants and household members identified as potentially eligible must be notified of programs they may qualify for and provided with information on how to apply for benefits

Public assistance programs covered include Medicaid, the child health plan program (CHIP), financial assistance (TANF), nutritional assistance programs including SNAP, and other commission-identified programs

Requires the Health and Human Services Commission and the Texas Department of Housing and Community Affairs to enter into a memorandum of understanding specifying each agency's roles and duties for implementation

Takes effect September 1, 2025, with provisions allowing state agencies to delay implementation if federal waivers or authorizations are needed
