Allows members of the Texas legislature to request unannounced inspections of permanent concrete batch plants by the Texas Commission on Environmental Quality (TCEQ) on behalf of constituents who file written complaints

Applies specifically to permanent concrete plants performing wet batching, dry batching, or central mixing that operate under standard permits

Requires the constituent filing the complaint to permanently reside in the legislator's district and qualify as a person who may be affected by the plant's operations

Mandates TCEQ prioritize responding to inspection requests filed by legislators and maintain files on each request

Requires TCEQ to explain any denial of an inspection request to both the legislator and complainant within 90 days of filing
