Requires the Railroad Commission to adopt rules allowing it to mandate that gas supply chain facility operators and gas pipeline facility operators implement weather emergency preparedness measures recommended in commission reports

Establishes a tiered penalty structure for violations of weather emergency preparedness rules: $100-$1,000 for first violation, $1,000-$50,000 for second violation, and $50,000-$1,000,000 for third and subsequent violations

Replaces the previous penalty cap of $5,000 (which could only be exceeded for the highest class of violations) with the new escalating penalty framework

Requires the commission to consider weather predictions from the office of the state climatologist when adopting weather emergency preparedness rules

Takes effect immediately with two-thirds vote of both legislative chambers, otherwise September 1, 2025; new penalties apply only to violations occurring after the Railroad Commission adopts implementing rules
