Defines "artificial sexual material harmful to minors" as AI-generated or computer-generated sexual content depicting a recognizable actual person by their face, likeness, birthmark, or other distinguishing features

Requires commercial entities operating websites or applications with publicly accessible tools for creating such artificial sexual material to implement age verification (digital ID or government-issued identification) confirming users are 18 or older

Exempts commercial entities that prohibit generation of such material in their terms of service AND take affirmative technological steps to limit creation (such as AI training to identify sexual material, content filtering, or removing explicit images from training datasets)

Requires platforms offering AI sexual content generation tools to ensure source individuals are 18+ and have consented to use of their face and body for the material

Establishes civil penalties of up to $10,000 per day of violation, $10,000 per instance of retaining identifying information, and up to $250,000 additional penalty if minors access the material due to violations; effective September 1, 2025
