Requires certain counties to adopt an order prohibiting construction or maintenance of fences or similar structures in areas beyond the water line of qualifying reservoirs at conservation capacity

Applies only to counties with population under 52,000 that contain a reservoir partially within their boundaries with conservation capacity exceeding 250,000 acre-feet

The reservoir must also be partially located in another county with population under 52,000 for the regulations to apply

Counties may seek injunctive relief to enforce the fence prohibition order and may recover attorney's fees and costs if they prevail in enforcement actions

Takes effect immediately upon two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
