Applicants without a state-issued driver's license or ID must attest to information accuracy online, then print, sign, and mail the application to the registrar

Mandates the Secretary of State adopt rules for security measures, including displaying false registration offense penalties on the website and using the state electronic portal to authenticate applicant identities

Takes effect September 1, 2025
