Establishes a legal right to access assistive reproductive technology (ART) treatments and procedures, defined as health care involving handling of human oocytes or embryos for fertility purposes, including in vitro fertilization (IVF), gamete intrafallopian transfer, and zygote intrafallopian transfer

Prohibits the state, political subdivisions, and government officials or employees from prohibiting or unreasonably limiting individuals' access to ART treatments, their ability to continue ongoing treatments, or their rights over their own reproductive genetic material including gametes

Protects health care providers from government interference when performing ART procedures or providing evidence-based information about these treatments, and prevents restrictions on health benefit plan issuers from covering ART

Creates a civil action allowing the attorney general, affected individuals, or health care providers to sue governmental entities for violations and seek equitable relief including injunctions, with mandatory court costs and attorney's fees awarded to prevailing claimants

Takes effect September 1, 2025, and does not affect existing health and safety laws that advance patient safety through the least restrictive means or modify current insurance coverage requirements under Chapter 1366
