Authorizes the Texas Department of Licensing and Regulation (TDLR) to establish an anti-trafficking unit within the department to combat human trafficking

Permits TDLR to identify businesses in industries it regulates that are impacted by human trafficking

Requires coordination with the Office of the Attorney General (including any trafficking-related councils or task forces), local/state/federal law enforcement agencies, and nongovernmental organizations working to combat trafficking or assist victims

Grants the Texas Commission of Licensing and Regulation authority to adopt rules for combating human trafficking in any program the department regulates, including rules for inspections and investigations

Makes information identifying human trafficking victims confidential and exempt from public disclosure, allowing TDLR to withhold such information without requiring an attorney general decision

Takes effect September 1, 2025
