Requires the Texas Education Agency to establish a program for community-based learning centers in collaboration with faith-based nonprofit organizations across various school districts

Centers would serve students who qualify for compensatory education, providing access to technology, tutoring, mentoring, social and emotional support, outdoor activities, art, sports, and individually designed services

TEA must adopt minimum training and skills requirements for individuals providing services at the centers

Funding would come from legislative appropriations, with TEA required to actively seek federal grants; the agency may also accept gifts, grants, and donations from any source

TEA must establish rules for distributing funds to school districts or other approved entities to operate centers, including application processes and eligibility criteria; effective September 1, 2025
