Amends Section 158.038 of the Local Government Code to modify civil service exemption rules for sheriff's departments based on county population thresholds

Sheriffs in counties with a population of 2 million or less may designate up to 10 total positions as exempt from civil service, including chief deputy, four major deputy positions, and departmental legal counsel positions

Creates a new category for counties with population between 2 million and 3.3 million, allowing sheriffs to designate up to 18 total positions as exempt from civil service

The exempt positions in the larger counties include the same categories: chief deputy, four major deputy positions, departmental legal counsel positions, and additional positions at the sheriff's discretion

Effective date is September 1, 2025
