Prohibits health care providers from refusing to provide services or enter into contracts for services based solely on a patient's age, race, disability, immigration status, sex, sexual orientation, or gender identity or expression

Defines "gender identity or expression" as having or being perceived as having a gender-related identity, appearance, expression, or behavior, regardless of whether it differs from that commonly associated with the individual's actual or perceived sex

Health care providers who violate the discrimination prohibition become ineligible to receive state funds for patient services, including through Medicaid and the Children's Health Insurance Program (CHIP)

State agencies must request federal waivers or authorizations if needed before implementing the act's provisions, and may delay implementation until such approval is granted

Takes effect September 1, 2025
