Caps superintendent severance payments at a maximum of six months' salary and benefits, reduced from the previous one year limit

Extends the severance payment regulations to apply to boards of managers appointed under Chapter 39A (state intervention), not just boards of trustees

Requires the commissioner to reduce a school district's Foundation School Program funds by any severance amount exceeding six months' salary and benefits

Applies only to superintendent agreements entered into on or after September 1, 2025; existing agreements remain governed by prior law

Requires boards making severance payments to report the terms to the commissioner, who may adopt rules to administer these requirements
