Requires applicants without a state-issued driver's license or ID to print, sign, and mail a paper registration application to the registrar after completing the online form

Mandates the Secretary of State to adopt rules ensuring security, accuracy, and integrity of electronic applications, including identity authentication through the state electronic Internet portal

Requires the registration website to display a conspicuous warning about the criminal offense for false voter registration applications; takes effect September 1, 2025
