Allows voters who move to a new county to cast a provisional ballot in their new county if they are still registered in their former county and their new registration is not yet effective, replacing the previous "limited ballot" system

Designates all election officers serving at polling places as deputy voter registrars with full authority to register voters

Requires the provisional ballot affidavit form to include space for voter registration information, and if complete, the voter registrar must treat it as a registration application for the new county

Requires voter registrars to notify the voter's former county within 30 days after an election that the voter cast a provisional ballot, triggering cancellation of the former registration

Repeals Chapter 112 of the Election Code (the limited ballot provisions) and takes effect January 1, 2026, with the Secretary of State required to adopt implementing rules by December 1, 2025
