Any qualified voter in Texas would become eligible to vote early by mail, eliminating current restrictions that limit mail-in voting to those 65 or older, disabled, absent from the county, or confined in jail

Repeals Election Code Sections 82.001-82.004 and 82.008, which currently define specific eligibility categories required for early voting by mail

Repeals Section 276.016 and 276.017, removing criminal offenses related to the solicitation and distribution of applications to vote by mail

Maintains special provisions for voters in the address confidentiality program (administered by the attorney general), requiring them to submit voter registration applications by personal delivery to be eligible for mail-in voting

Applies to elections ordered on or after September 1, 2025
