Water districts subject to Chapter 36 (groundwater conservation districts), 49 (general water districts), or 60 (navigation districts) of the Water Code located in counties with population of 125,000 or more must make video and audio recordings of regularly scheduled open meetings and post archived copies on the Internet

Water districts in counties with population under 125,000 must make audio-only recordings of regularly scheduled open meetings and post archived copies on the Internet

Recording requirements apply to regularly scheduled open meetings but exclude work sessions and special called meetings

Requirements apply only to open meetings held on or after the effective date; prior meetings remain governed by former law

Effective date is September 1, 2025
