Requires the Health and Human Services Commission to operate a statewide co-navigation services program for individuals who are deaf-blind, with services provided by trained co-navigators who are reimbursed by the commission

Defines co-navigation services as assistance helping deaf-blind individuals physically access their environment and make informed decisions, including sighted guide services and communication in their preferred language/mode (such as American Sign Language, protactile language, or auditory amplification)

Excludes from co-navigation services: personal care, running errands, making decisions for the individual, teaching/instructing, and formal interpreting in medical, legal, or business settings

Establishes a tiered reimbursement rate system for co-navigators based on their level of training and fluency in communication modes and sighted guide-mobility techniques for deaf-blind individuals

Requires the commission to monitor co-navigator compliance, develop non-state funding sources, and provide funding and technical assistance for training programs; allows establishment of an advisory committee including deaf-blind individuals

Implementation deadline is September 1, 2026, for rule adoption and program operation, with the act taking effect September 1, 2025
