Requires the Texas Department of Public Safety to remove the corrective lenses restriction from a driver's license and mail a new license when the holder submits a written statement from a licensed physician or optometrist verifying surgical vision correction, along with the required fee

Mandates DPS establish a process for submitting the vision correction documentation and fee either electronically or by mail

Prohibits mailing new licenses under this process to individuals subject to sex offender registration requirements under Chapter 62 of the Code of Criminal Procedure

Implementation is contingent on legislative appropriation of funds specifically for this purpose; without such funding, DPS may implement using other available appropriations but is not required to do so

Takes effect September 1, 2025
