Allows voters who are voting by mail due to absence from their county of residence to receive balloting materials electronically via email instead of by physical mail

Requires the early voting ballot application form to include a space for applicants to indicate they want electronic transmission and provide an email address

Specifies that electronically transmitted balloting materials must include the ballot, voting instructions, instructions for creating a ballot envelope or signature sheet, and a list of certified write-in candidates if applicable

Ballots received electronically must still be returned by mail or common/contract carrier (not electronically) to be counted

Protects voter email addresses as confidential information exempt from public disclosure under the Texas Public Information Act, and directs the Secretary of State to prescribe implementation procedures
