Prohibits "defunding municipalities" (home-rule municipalities that have reduced or reallocated law enforcement funding under Chapter 109) from using public money to provide private security for their elected officials

Prohibits counties that implemented law enforcement funding reductions or reallocations without required voter approval from using public money to provide private security for county elected officials

Counties can regain the ability to fund private security for officials when they either reverse the funding/personnel reductions (adjusted for inflation) or obtain voter approval for the reductions in an election

Declares any contracts entered into in violation of these provisions void as against public policy

Applies only to contracts entered into on or after the effective date, with the act taking effect immediately upon two-thirds legislative vote or September 1, 2025
