Requires research facilities licensed by the USDA to offer retired cats and dogs for adoption through animal rehoming organizations, animal shelters, or directly to individuals when the animals are no longer needed for experiments

Exempts animals that a facility's attending veterinarian determines are not suitable for rehoming or have substantial medical conditions preventing successful integration into an adoptive home

Requires research facilities to enter written agreements with animal rehoming organizations or shelters before transferring retired animals, and allows facilities to establish and post adoption suitability guidelines on their websites

Grants civil liability immunity to research facilities that transfer retired animals in good faith and in compliance with the law

Takes effect September 1, 2025, and is designated as the "Research Animal Retirement Act"
