Texas Workforce Commission must create a publicly accessible online database listing employers assessed administrative penalties for wage violations, ordered to pay wages but failed to comply, or convicted of wage theft-related criminal offenses

Database must include business operating names and names of owners actively involved in management for business entity employers

Employers must receive notice at least 180 days before being listed and may dispute their inclusion; the commission must resolve disputes within 21 days of filing

Employers remain listed for 3 years from the date of penalty assessment or conviction, unless removed through successful dispute based on material changes in management or ownership

Database must be established by December 1, 2025, and applies to penalties, orders, or convictions occurring on or after September 1, 2025
