Requires the Department of Family and Protective Services to notify a parent's attorney (if represented) in addition to the parent within 24 hours of significant events including changes in the child's medical condition, enrollment in drug research programs, initial psychotropic medication prescriptions, and placement changes

Reduces the notification timeline for significant events affecting children in DFPS conservatorship from 10 days to 48 hours for notifying parents, attorneys, guardians ad litem, volunteer advocates, foster parents, and other interested parties

Requires 48 hours advance notice before changing a child's residential child-care facility, with notifications going to parents, their attorneys, attorneys ad litem, guardians ad litem, volunteer advocates, and child-placing agency administrators

Permits DFPS to notify only the parent's attorney (rather than the parent directly) when the department cannot locate the parent or when the parent has not participated in the case for at least six months despite outreach efforts

Mandates DFPS document all notifications and attempted notifications in the child's case record; effective September 1, 2025
