Enacts the Cosmetology Licensure Compact, allowing licensed cosmetologists to practice across all participating member states through a multistate license issued by their home state

Creates the Cosmetology Licensure Compact Commission as a joint government agency to administer the compact, with each member state having one delegate and voting power on commission matters

Requires applicants for a multistate license to hold an active, unencumbered single-state cosmetology license in their home state and comply with each state's scope of practice laws where they provide services

Establishes a coordinated data system for sharing licensee information, adverse actions, and investigative information among member states to protect public safety and prevent fraud

Designates the Texas Department of Licensing and Regulation as the compact administrator for Texas, with the compact taking effect September 1, 2026, provided at least seven states have enacted the legislation
