Establishes the Texas Tenant Readiness and Landlord Incentive Pilot Program to be administered by the Texas Department of Housing and Community Affairs (TDHCA) through contracts with local governments, housing authorities, and nonprofits

Targets individuals and families experiencing homelessness, fleeing domestic violence/sexual assault/human trafficking, or at high risk of housing instability, who receive federal, state, or local housing vouchers

Provides up to $3,500 per household for qualified costs including housing search assistance, security deposits (capped at two months' rent), holding fees, utility deposits/arrears, moving expenses, essential household items, and renter's insurance

Offers landlord incentives including direct payments to participating landlords and reimbursement for inspection costs required to qualify units for the program

Requires TDHCA to submit a report to the legislature by January 1, 2030, documenting program outcomes including participant demographics, housing stability data, and effectiveness in serving rural areas; the program expires September 1, 2030
