Requires manufacturers selling lipstick or lip gloss in Texas to disclose toxic metals (including lead, chromium, cadmium, aluminum, and manganese) on product labels and company websites, regardless of whether the concentration is less than one percent

Mandates disclosure of all ingredients in lipstick and lip gloss products, including fragrances, flavors, and color additives

Directs the executive commissioner of the Health and Human Services Commission to adopt rules implementing these disclosure requirements as soon as practicable after the effective date

Amends Subchapter F, Chapter 431 of the Health and Safety Code by adding Section 431.143

Takes effect September 1, 2025
