Establishes a ketamine treatment grant program administered by the Health and Human Services Commission to award grants to ketamine clinics providing mental health treatment to active duty military personnel, first responders, and veterans

Grant funds may be used to cover uncompensated mental health treatment costs for eligible populations and to pay for activities, services, resources, supplies, or equipment necessary to provide such treatment

Requires the commission to develop eligibility and selection criteria for grant applicants and establish accountability controls to ensure public benefit from the program

Authorizes the commission to establish an unpaid work group to assist with program development, implementation, and evaluation, and to prepare reports on grant outcomes

Mandates a biennial report to the governor and legislature by December 1 of each even-numbered year, with program implementation required by December 1, 2025, and the initial report due December 1, 2026
