Expands permissible uses of bilingual education allotment funds by changing "salary supplements" to "salaries" for teachers, allowing districts to use these funds for full teacher salaries rather than just supplemental pay

Maintains requirement that at least 55 percent of bilingual education allotment funds must be used for bilingual education or special language programs

Continues to allow funds for program and student evaluation, instructional materials and equipment, staff development, supplemental staff expenses, smaller class sizes, and other instructional supplies

Applies beginning with the 2025-2026 school year

Takes effect immediately with two-thirds vote of both legislative chambers, otherwise takes effect September 1, 2025
