Adds "sexual orientation" and "gender identity" as protected classes under Texas fair housing law, prohibiting discrimination in the sale, rental, or financing of dwellings based on these characteristics

Defines "sexual orientation" as an individual's actual or perceived status as heterosexual, homosexual, or bisexual; defines "gender identity" as gender-related identity, appearance, or characteristics regardless of designated sex at birth

Removes existing statutory language that explicitly excluded sexual orientation and transgender status from the definition of "disability" under fair housing protections

Prohibits the Texas Workforce Commission from referring housing discrimination complaints based on sexual orientation or gender identity to municipalities that lack local laws prohibiting such discrimination

Applies to complaints filed with the Texas Workforce Commission civil rights division on or after September 1, 2025
