Increases the criminal penalty for failure to report child abuse or neglect from a Class A misdemeanor to a state jail felony when the unreported conduct involves specific serious offenses against children

Elevates the offense to a state jail felony when the unreported abuse includes continuous sexual abuse of a young child, indecency with a child, sexual assault, aggravated sexual assault, or trafficking of persons

Also triggers the felony enhancement for failing to report solicitation of prostitution or compelling prostitution involving a child

Applies the enhanced penalty when the unreported conduct involves compelling or encouraging a child to engage in sexual conduct, or allowing the creation of obscene or pornographic images of a child

Takes effect September 1, 2025, and applies only to offenses committed on or after that date
