Requires the Texas Historical Commission to establish a program to identify, renovate, restore, maintain, and preserve Rosenwald Schools structures and their contents located in Texas

Authorizes the commission to acquire property containing Rosenwald School structures and protect the historical and architectural integrity of the exteriors, interiors, and grounds

Permits restored Rosenwald School structures to be used as community learning centers

Allows the commission to accept gifts, grants, and in-kind donations from public and private entities, and authorizes the legislature to appropriate funds for the program

Directs the commission to first implement the program in the south central region of Texas, with an effective date of September 1, 2025
