Requires the Health and Human Services Commission executive commissioner to adopt rules allowing students enrolled in postsecondary educational institutions (public, private, and career schools/colleges) to receive SNAP benefits consistent with federal law

Rules must identify qualifying degree programs and work placements/unpaid internships, and ensure students remain eligible for benefits during semester breaks

Establishes a work group of 9-13 members representing postsecondary institutions and nonprofits serving low-income individuals to provide input on the rules

Work group must be established by December 31, 2025, and rules must be adopted by December 31, 2026; the work group automatically dissolves once rules are adopted and related provisions expire September 1, 2027

Allows state agencies to delay implementation if federal waivers or authorizations are needed; the act takes effect September 1, 2025
