Prohibits the Department of Family and Protective Services (DFPS) from removing a child from a relative caregiver within the fourth degree of consanguinity until the department has conducted an investigation, provided parental services and resources, or issued warnings about appropriate policy

Allows exceptions for child removal when reunifying with a parent, placing with another relative caregiver in the child's best interest, complying with a court order, or when the caregiver interferes with the parent-child relationship

Requires DFPS to inform caregivers entering assistance agreements about the process to become verified as a foster home, local verifying agencies, the permanency care assistance program including additional financial benefits available through verification, and other available financial benefits

Establishes eligibility for day care monetary assistance for relative or designated caregivers who work at least 20 hours per week, have a diagnosed disability limiting their ability to provide full-time child care, or are older than 65 years of age

Applies to children younger than 13 years old, or younger than 18 if the child has a developmental disability, and takes effect September 1, 2025
