Authorizes the Texas Department of Insurance (TDI) to accept gifts, grants, and donations from any source to fund employee participation in educational events, trainings, and other education-related purposes

Grants the same authority to the Office of Public Insurance Counsel, allowing acceptance of outside funding for the public counsel and office employees' educational activities

Permitted training topics include education on any insurance line, product, or service, as well as any subject that assists the agencies in performing their statutory duties

Gives the TDI Commissioner authority to adopt rules to administer the gift acceptance program for the department

Takes effect immediately upon receiving a two-thirds vote from both legislative chambers, otherwise becomes effective September 1, 2025
