Limits open-enrollment charter schools to requesting expansion amendments once per biennium (every two years) instead of annually, with expansions including increasing student enrollment, adding new campuses, relocating existing campuses more than five miles, extending grade levels, or expanding geographic boundaries

Prohibits the commissioner from approving expansion requests if the charter school has not served at least the lesser of the state average or the largest local school district's average of students eligible for special education services during each of the two preceding years

Removes the commissioner's authority to waive the special education enrollment requirements for expansion approval

Eliminates the requirement for the commissioner to provide notification when a charter school establishes a new campus, limiting notification requirements to only new charter applications

Applies only to charter revision requests submitted on or after September 1, 2025, with earlier requests governed by previous law
