Requires health benefit plans that cover or have ever covered gender transition procedures to also cover all adverse consequences, short- and long-term side effects, baseline and follow-up testing, and any procedures necessary to manage, reverse, or recover from gender transition treatments

Applies broadly to most health insurance types in Texas, including individual and group plans, HMOs, state Medicaid, CHIP, state employee plans, teacher retirement plans, and local government health coverage

Mandates coverage for enrollees who have undergone gender transition procedures regardless of whether they were enrolled in the current plan at the time of the original procedure

Excludes self-funded ERISA plans from the requirements but applies to group health plans covering Texas residents even if the policy was issued outside the state

Takes effect September 1, 2025, with coverage requirements applying to plans delivered, issued, or renewed on or after January 1, 2026
