Requires each school district to adopt a healthy and safe school water plan that includes periodic lead testing of water sources used for drinking or food preparation and measures to reduce elevated lead exposure

Mandates districts restrict access to water sources within 48 hours of learning test results show elevated lead levels, and requires mitigation before restoring normal access

Requires districts to notify parents/guardians and employees of lead test results within 24 hours and post water source testing records on district websites

Directs the Texas Commission on Environmental Quality (TCEQ) to adopt rules at least as protective as EPA technical guidance, and requires districts to submit testing records to TCEQ at least every four years

Texas Education Agency must develop a model water plan by December 31, 2025, with districts required to adopt plans by September 1, 2026; TEA may develop a reimbursement program for testing costs if funds are available
