Raises the threshold requiring competitive procurement for municipalities and counties from $50,000 to $200,000 for contracts involving expenditures from public funds

Adjusts the historically underutilized business outreach requirement for municipalities to apply to expenditures between $3,000 and $200,000 (previously $3,000 to $50,000)

Applies to purchases made on or after September 1, 2025, with prior purchases governed by existing law
