Requires the Texas Workforce Commission to adopt a plan allowing nonprofit service providers to apply for workforce development funding directly from the commission when local workforce development boards are nonresponsive

Defines a local workforce development board as "nonresponsive" if it fails to fulfill statutory requirements AND has not met at least 80 percent of performance standards for two consecutive program years

Eligible programs for direct funding applications include job training under the Workforce Innovation and Opportunity Act, postsecondary vocational and technical training, adult education programs, and employment services programs

Also covers support services for financial assistance recipients and employment/training programs for supplemental nutrition assistance (SNAP) recipients

Effective date is September 1, 2025, with the Texas Workforce Commission required to adopt implementing rules as soon as practicable
