Allows the General Land Office commissioner to partially approve local government beach access and use plans, rather than only fully approving or denying them

Requires the commissioner to return unapproved portions of partially approved plans to local governments with specific objections, reasons for denial, and suggested modifications

Local governments must revise and resubmit only the unapproved portions of their beach access and use plans after receiving partial approval

Amendments to partially approved plans must be certified as consistent with Section 61.011 rules and Chapter 63 of the Natural Resources Code

Takes effect immediately with a two-thirds vote of both legislative chambers, otherwise becomes effective September 1, 2025
