Formally designates the University Interscholastic League (UIL) as a state agency that is part of The University of Texas at Austin

Codifies UIL's functions: creating and administering academic, music, and athletic contests for member schools; adopting and enforcing contest rules; and creating local committees to assist with contest administration

Requires the UIL, its state executive committee, district executive committees, and local committees to comply with Texas Open Meetings Act (Chapter 551) and Public Information Act (Chapter 552)

Mandates UIL committees follow state administrative procedure requirements and comply with parental rights provisions under Section 26.008(a) of the Education Code

Applies new transparency requirements only to meetings or hearings commenced on or after September 1, 2025
