Requires the Health and Human Services Commission to exempt certain postsecondary students from SNAP work requirements, as authorized under federal law (7 U.S.C. Section 2015(o)(6))

Students enrolled at least half-time qualify for the exemption if they are eligible for state or federal work-study programs during the academic year, OR have an expected family contribution of $0 as determined by federal financial aid calculations

Applies to students at public and private institutions of higher education, as well as career schools and colleges

Directs the executive commissioner to adopt rules ensuring students remain eligible for SNAP benefits during breaks between semesters or academic terms

Takes effect September 1, 2025, and applies only to eligibility determinations or recertifications made on or after that date
