Requires the Texas Commission on Environmental Quality (TCEQ) to install and maintain at least one air quality monitor in counties that are adjacent to a county with 3.3 million or more residents and contain a coal-fired electric generating facility

Mandates that at least one monitor be located near each coal-fired electric generating facility in affected counties, collecting data on air contaminants from the state's air pollutant watch list

Requires TCEQ to publish real-time monitoring data on its website

Directs TCEQ to prepare and publish an annual report analyzing whether monitored air contaminants exceed national ambient air quality standards and including recommendations for legislative or regulatory action to protect public health

Takes effect September 1, 2025
